School in Croatia: six on 1 April, a catchment area per address and an interview before first grade
Croatian primary school begins with a hard date: whoever is six on 1 April goes into the first grade in September, after an examination by the school committee. Which school that is, your address decides, because each school has its own enrolment area. Secondary school runs through one national e-counter, and EU students study on the same terms as Croats.
Can your children go to school in Croatia, and how does it work? Yes, and public education is the usual route. Croatian primary school (osnovna škola) begins with a date the ministry names literally: children who are six on 1 April of that year are enrolled in the first grade of compulsory primary education. The find at the source is the rest of that sentence: before enrolment a committee of the school assesses the child's psychophysical condition, and on that basis the enrolment can move a year forward or back. The pitfall for a Dutch family is not the language but the address, because enrolment runs per enrolment area, and you choose that area the moment you sign a lease.
From what age, and who decides?

Priority at municipal daycare is laid down by law: among others, children of working parents, from families with three or more children, of single parents, and children in the year before primary school. A family arriving in autumn therefore need not wait for September: if there is room, the child can join.
How does enrolment by address work?
The enrolment plan is set per county by the district office in charge of education, and in Zagreb by the city education office, on the basis of enrolment areas. Each school belongs to an area, and your address decides which area you fall into. In practice that means: look at the school of a neighbourhood before you sign, not after. Your address is moreover what you register with the police; children travel along in the registration as family members of an EU citizen, up to 21, and MUP wants to see a birth certificate for that. The language is Croatian, and so is the counter. Public education is entirely in Croatian. What the school offers in language support for a child who does not speak the language differs; ask about it explicitly at enrolment, and ask who at the school is your contact in English. For a young child the language bath is bridgeable, for a teenager stepping in mid-way through secondary school it is a serious consideration you make before the move, not after.
Secondary school: one national counter
Enrolment in the first grade of secondary school (srednja škola) runs electronically through the national system NISpuSŠ at srednje.e-upisi.hr, which draws on e-Matica, the pupil register of primary and secondary education. Each year the minister sets a decision with the number of places per school, the deadlines and the conditions. Ask the school well before the enrolment round how a pupil coming from outside is entered in that system, and not in the week itself. Candidates from outside the EU may also enrol regularly; for a Dutch child that is no question.
For the e-services you need a login credential for e-Građani. EU citizens with a temporary or permanent stay in Croatia use the portal in the same way as Croats; whoever has internet banking often already has a valid credential, and otherwise an mToken can be requested free of charge.
Arts, music and higher education
Music school begins as a rule at seven and dance school at nine, with admission requirements from the arts curriculum. For higher education, since accession to the EU, EU students have the same rights as Croatian ones and are admitted on the same terms; students from outside the EU may be asked to pay part or all of the tuition. Croatia asks no permit but an order with clocks: the PPMV declaration for your car within fifteen days, the address registration within fifteen days, the registration with the police no later than eight days after your first three months, HZZO within eight days of your change of status, and an OIB that takes eight days by email. Whoever arranges the OIB from the Netherlands makes all the other clocks.

Driving licence in Croatia: nothing to exchange until it expires, and then no longer through the RDW
Your Dutch driving licence simply remains valid in Croatia; exchanging is not required. The moment comes by itself: when it expires, when you lose it or when you commit a traffic offence, you exchange it for a Croatian licence at the ministry of the interior, without a new test. Renewing through the RDW is no longer possible from Croatia, and an unpaid fine blocks the issue.
