Car and driving licence on Sint Maarten: your Dutch licence is recognised, the plates you buy every year
The Road Traffic Ordinance treats a Dutch driving licence as equal to a Sint Maarten one, so you keep driving without exchanging it. Yes, on your Dutch driving licence you drive on Sint Maarten, and not only as a tourist: the Road Traffic Ordinance treats licences issued in the Netherlands as equal to the Sint Maarten driving licence. What you do pay every year is the motor vehicle tax — NAf 275 for a petrol car and NAf 750 for a diesel — which you settle by buying new number plates in January and February, with valid insurance and an inspection certificate as conditions. The find is in article 107 of the ordinance: the equal treatment only applies as long as your Dutch licence is valid, and a Sint Maarten licence you only get once you are in the population register. So the trap is not the exchange, but the expiry.
May I keep driving on my Dutch licence?
Article 87 of the Road Traffic Ordinance prohibits driving without a licence issued by the Minister of Justice, and article 107 immediately makes the exception that counts for you: licences issued by the competent authority in the Netherlands, Aruba or Curaçao are treated as equal to a Sint Maarten licence. So no compulsory exchange; the temporary driving permit of at most three months (NAf 50) is for visitors with another foreign licence.
The point is the shelf life. A Sint Maarten licence is, under article 96, valid for at most five years, and the Civil Registry issues it for the first time only to whoever is registered in the population register of Sint Maarten, is eighteen or older and produces a certificate of driving competence. For whoever settles permanently with a valid foreign licence there is the exemption from that test (article 89, paragraph 2), for the categories on the foreign licence — but that licence must still be valid at that moment. So renew your Dutch licence before departure if you can, and put the expiry date in your diary: once expired, the document is worth nothing, not even as a basis for an exemption.

How does the annual plate cycle work?
Sint Maarten collects motor vehicle tax with tin. The tax year runs from 1 January to 31 December, and the number plates for that year you apply for and collect at the Receiver from the first working day of January up to and including the last day of February, against payment of the tax and the price of the plates. From 1 March the new plates must be on the car. Whoever starts on the island after March pays by quarter: 75 percent for a start in the second quarter, 50 in the third, 25 in the fourth. Whoever stops in the course of the year can, on request, get a refund for the quarters not yet begun, against handing in the plates.
At collection the Public Service Center wants to see three things: the proof of payment for the current year, valid insurance and a valid inspection. The inspection is the Sint Maarten MOT: under the ordinance you may not take to the road without an inspection certificate in the owner's name, and for a passenger car for own use that certificate is valid two years, for other vehicles one year.
Plan the first plates on your arrival date, not on the calendar year. If you arrive in October with a car from the container, you pay a quarter for that year, but in January you queue again for the full year. And without insurance and an inspection certificate you do not get the plates — so arrange those two in the week the car comes off the quay.
Bring a car or buy here?
For the import itself Sint Maarten is exceptionally friendly: customs levies no import duties — the island is a free port, and the only levy customs collects is the excise on petrol. What you need in both cases is the registration at the Census Office: without registration no Sint Maarten licence, and without an ID card no insurer that will deal with you. That makes the car a step for after the registration, not for the first week.
