School in South Africa: registering between April and October, the 30 June age line and the school fees the parents set

The school year coincides with the calendar year and registration for January runs between April and October of the year before — whoever arrives in summer is therefore in time or just too late. Yes, your child can go to a public or an independent school in South Africa, and admission to a public school does not hang on an admission test — the school may not administer one. What it costs is set per public school by the governing body of parents, with the range in the cost indication and a statutory exemption route. The trap is the arrival date: whoever lands after October finds the registration period for January over and has to negotiate a place with the school itself.

When must my child go to school, and in which grade?

Compulsory schooling under the South African Schools Act runs from 7 to 15. For entry the age hangs on 30 June of the year of admission: Grade R takes a child who is four on that date and turns five, Grade 1 a child who is five and turns six. Grade R is the preparatory year before Grade 1; in which grade an older Dutch child enters, the school decides on the basis of the last report. The school must give you its admission policy and explain it.

Which papers does the school ask for?

For every child: the birth certificate (a baptismal certificate does not count), the immunisation card and, if the child was already at school, the transfer card or the last report. For a child without South African nationality the residence papers are added: a study visa, a temporary or permanent residence permit from Home Affairs, or proof that the application is pending. From the Netherlands you bring the proof of deregistration from primary school; you get it from the old school and it may not be older than six months — so report the move in time. Have the last report translated into English; the South African school wants to know which year your child was in.

The registration period for January runs from April to October, with a closing date of its own per province. Whoever plans their departure around the South African school year registers from the Netherlands, before that date, and lands in December — so the child starts on the first school day, together with the rest of the class.

What does a public school cost, and when do I not have to pay?

At a public school the governing body of parents sets the school fees to supplement government funding; it may not charge separate registration or administration fees and no extra amount for chosen subjects. Schools in poorer areas are no-fee schools, designated in the provincial gazette on the basis of the income in the surrounding community. Whoever cannot bear the fees applies to the governing body for a partial or full exemption; the body decides in writing within seven days, and against a refusal you appeal within thirty days to the provincial department. Important for the first months: a child may not be excluded from school activities and its report may not be withheld because the parents have not paid. Independent schools set their own fees and must be registered with the province.

How does the Dutch stay up to standard?

The language of instruction and the language subjects are in the school's admission policy; ask about them at the visit. For Dutch itself, NederlandWereldwijd points to the Stichting Nederlands Onderwijs in het Buitenland: through its school finder you see whether there are Dutch lessons nearby, and otherwise there is distance education, with the Dutch Inspectorate of Education supervising the affiliated schools. For a family that may return, that is the insurance that the connection to a Dutch school remains.

How does this fit into the choice of neighbourhood?
