Your household goods to Belgium: no customs, but eight working days, one month and a registration duty for the van
A move to Belgium is a drive within the EU: no customs declaration, no inventory list, no import tax. The clocks come after the drive: the new address within eight working days at the municipality, the inventory report in the first month, the fire insurance on day one, and the low-emission zone where every foreign registration plate registers in advance, the removal van included.
Yes, your household goods go to Belgium without a single customs form. Customs says so itself: whoever moves to another EU country can in general take their belongings along without a declaration, neither in the Netherlands nor in the other EU country. So what it costs is just the drive. The trap is that the real administration starts after the drive, and that those clocks are short: you report your new address to the municipality within eight working days, the inventory report of your rented home must be done in the first month, and whoever drives into Ghent, Antwerp or Brussels with a Dutch removal van has registered the plate in the low-emission zone beforehand, even if the van meets every standard.
What does customs regulate and what not?
Within the European Union goods move freely; there is no inventory list, no exemption permit and no import tax. The only exception Customs mentions are excise goods: alcohol and tobacco you bring without excise up to a certain quantity for your own use. A wine cellar of some size is therefore the only part of the household goods you need to think about. Customs adds one sentence that applies to the rest of this article: in the country of departure and of destination you often have to arrange a number of things, and you ask the authorities there.
Which clocks run after the move?
| Clock | Deadline | Where |
|---|---|---|
| Declaring the change of address | within 8 working days of moving into the home | municipality of the new residence |
| Municipal check of the address | in principle within 15 days of the declaration | neighbourhood officer or official |
| Appeal against a decision on your main residence | within 30 days | Directorate-General Institutions and Population |
| Inventory report on moving in (rental, Flanders) | while empty or in the first month | tenant and landlord together |
| Fire and water damage insurance (rental, Flanders) | from moving in, compulsory | tenant and landlord |
| Foreign plate in a low-emission zone | before you drive into the zone, free | Ghent, Antwerp, Brussels |
| Registering a dog from abroad | within 8 days of arrival | vet, DogID |
The change of address you make in most municipalities in person at the counter with your identity document; a growing number of municipalities also allow it through an online desk or through MijnDossier of the National Register, with your identity card or residence permit. Then comes the check: the municipality investigates whether you really live at the address, in principle within fifteen days of your declaration. For whoever has just come from the Netherlands, that check coincides with the residence check of the residence procedure; how that works and why your name has to be on the doorbell you read in settling in Belgium.
Why does the removal van have to register?
Three cities have a low-emission zone, and they share one rule the Dutch almost never know: a foreign vehicle must always register before it enters the zone, says the city of Ghent, even if it would have free access, and even an electric vehicle on foreign plates. Brussels writes the same and attaches a price: € 150 for a foreign vehicle that, even compliant, drives in the zone unregistered, with at most one fine every three months. For your own car that is a step in the car chain; for the hired removal van or your brother-in-law's van it is something you arrange online the evening before the drive. Since 1 January 2026, diesel vehicles of the Euro 5 standard are moreover no longer admitted in Brussels, whereas Ghent deliberately did not tighten in 2026. What that means for the car you bring is in your car to Belgium.
Register the removal van before the drive, not after. Brussels fines an unregistered foreign vehicle even if it meets the standards, and the fine comes by post, weeks later, to your new address. For a Dutch plate registration is free.
What else belongs in the first month?
The inventory report of your rented home, drawn up jointly and at shared cost; without that document the condition of the home on departure is a he-said-she-said. The insurance for fire and water damage, which the Flemish decree imposes on tenant and landlord alike; take it out before the handover of the keys. And the energy contract: in Flanders you compare all contracts for gas and electricity with the V-test of the Flemish Utilities Regulator, the government's independent price comparison, which also includes group purchases. Whoever brings an animal has its own eight-day clock; that is in your pet to Belgium. Where moving day falls in the journey, next to the car and the application at the municipality, is in the step-by-step plan for Belgium.
In Vertrekklaar this is phase 3 of 5 of the journey, step 3.1: the same steps, but for your situation — in your order, tickable, and with the deadlines watched. See the whole journey to Belgium or go straight to step 3.1 in the open plan.

Renting in Belgium: the deposit in your name, the inventory report and the nine-year contract
Renting in Flanders is governed by one decree, and it protects the tenant better than most landlords let on: the deposit is at most three months and sits in an account in your name, the inventory report is compulsory, the landlord registers the contract, and you can always leave with three months' notice. What the nine years mean, what the first year costs on leaving, and which clock runs in the first month.

Your dog or cat to Belgium: the EU passport, and the eight days that start after the border
The border is the easy part: a dog or cat travels to Belgium on the EU pet passport, with a microchip and a rabies vaccination that is valid after 21 days. The obligation almost nobody knows starts after arrival: a dog staying in Belgium for more than six months must be registered in DogID within eight days, and a cat belongs in CatID, in Brussels with its sterilisation status.

Your car to Belgium: BPM back, paying BIV — and check the LEZ first
When you move to Belgium you get the residual BPM back from the Netherlands — provided you are registered in Belgium within thirteen weeks. Against that stands the BIV, which each region calculates completely differently, and three low-emission zones where every Dutch plate has to register in advance.
